OCS Version 0.5 draft

I've published a new draft of OCS version 0.5 for discussion purposes.

I've incorporated feedback I've had over the past months and also
taken note of the results of the OCS poll I did earlier this year.
Major changes are:

 * Tidied up the RDF to make it more similar to the RSS 1.0 style
 * Schedules and formats can be shared between channels
 * Standard schedules and formats.
 * Modules

The first sample module is called Alias and provides a way of noting
alternate urls for a channel. Helpful if you keep moving hosts or
renaming your channels over the years (mea culpa).

As usual, discussion and comments are welcome.
