The utility of RSS/XBEL isn't immediately obvious to me either; my
original goal in all of this was to let people keep up with my new
bookmarks. I suppose that giving them the XBEL would allow them to do
the processing to find the interesting facet (instead of me shoving
'new-by-date-added' down their throat), but I don't see what
encapsulating it in RSS buys you, even in
convenience/interoperability.
If there were an XBEL module for RSS, what would the list of <item>s
(as well as the Seq of <items> in 1.0) represent?
