That's as good a conspiracy theory as any other.  There's also the 
chance that some naive idiot simply forgot to keep the file in place 
as they migrated to new systems.  That would only explain the loss of 
the DTD file.  The loss of third party RSS processing is certainly 
fraught with conspiracy potential...
