That's the intent.

If you do a DTD, I would be happy to point to it.

Re the language codes, the RFCs can be a real maze to walk, the Netscape
spec spelled out the actual language codes, so to be compatible with it, I
felt I had to list them as well.

I haven't sorted out the encoding issues. If someone wants to write that up,
it would be helpful.

Re formatting and submission to standards bodies, when the spec is complete,
it will have an IETF-like copyright that allows it to be reposted,
re-formatted, superceded, forked, whatever.
