Ok, that was a little facetious. But RDF was designed for exactly this
purpose - it's a framework for describing resources, especially those found
on the web. When you're talking about metadata for the whole of a big site,
you're going to have to start thinking about distributing it a bit.
Fortunately, RDF was designed to be able do that too - the simplest approach
being seeAlso's, like Morten mentioned earlier.
Alternately, you could use OPML...
