Toward automating update frequency

I've been working on the next Syndic iteration a bit.  So far, I've
got the basic functionality of Syndic Lite running on top of mySQL. 
(I suppose that eventually, I'll need to encapsulate the database
stuff to allow for arbitrary plugins, but all in good time...)

The next thing I want to add is some dynamic control over updating. 
I've been reading up on SkipHours and <ttl>, but is there a good
comprehensive summary of the scheduling hints currently in use?

As an aside, I'm using XML::RSS to parse out the feeds.  Should I be
doing my own parser, looking ahead to RSS 2.0, etc.?
