I've been using my own tool for displaying headlines on my site,
http://www.scytale.com, and since it's now feature-complete, I've
decided to invite the scorn of the net at large by releasing it.

Syndic Lite does conditional GET and caches locally, to minimize
server loading.  It supports RSS 0.92.  It's called "Lite" because I
have a more powerful version planned, but given the drastic
differences in the code bases, I decided to send this one out and test
