Works without copyright are called "public domain".
"Creative Commons is developing a Web application that will help people
dedicate their creative works to the public domain" [1]
Attorney Stephen Fishman: "There are no formal procedures for
dedicating a work to the public domain. The author just has to indicate
on the work that no copyright is claimed." [2]
