This wouldn't be a protocol.. it would be a scheme.

Protocol transaction would be handled by a protocol.  This is just like the
view-source: or mailto: scheme

HTTP would be the transport protocol.

The 'prepend a scheme' thing is somewhat of a hack ... If people use
application/rss+xml media type then it wouldn't be necessary (but no one does).
