My apologies for not checking the To: list and being clearer about
what the poll applies to.  The poll is for whether the RSS 1.0
Administration module is OK as the way to do this, *for* RSS 1.0.

When it comes to the tools that process either version of RSS, they do
better when it's in their "native" format.  Most tools completely
ignore PIs.

There are many tools that support both formats and they already have
ways for keeping the fields in sync between them.

The native way for adding a field to RSS 0.9x is to add an element,
that would work just fine for all tools.
