Dan, I completely agree with this vision, but I see it as part of option (a)
"I would like to see the RSS efforts renamed, but keep some relation to RSS.
RSS 0.9 and 0.91 remain the same, and are frozen." Clearing up what RSS is
and where it's going, is IMO the first step to bringing the RSS community
back together. 

So step one is to figure out collectively what we are and where we're going.
Step two is to start getting there, and hopefully do it together.
