ISSN is distinct from ISBN. www.issn.org has instructions on how to
get one, a bunch of 'blogs already have 'em.

I think eventually, given the way that content management seems
completely mucked up and that web publications are not giving proper
thought to archival issues, we'll probably need an article ID as well
as an ISSN, but I've no idea how we'll get publications to maintain
this as they republish articles from other sites. A quick look at
current citation methods, perhaps a way to search on some subset of
ISSN, publication date, author, and some title keywords would give
enough that one could track down the original article URL from
information that people tend to pass around in articles anyway.
