Weblog submission

Has anyone considered using RSS for creating new weblog
entries? AKA, I am a user of a weblog, I want to
submit a new entry to that weblog. I want
to use whatever editor I am accustom to using, and have
it send my entry to my weblog. 
What format will it be sent in? What if I am sending an
update to an entry I have already sent? Either RSS or 
a standard like RSS would be nice for this sort of case.
