This is precisely what Ian Davis's OCS[1] ("Open Content Syndication")
was designed to do:
The OCS Directory format is designed to enable channel listings to be
constructed for use by portal sites, client based headline software and
other similar applications.
Various folks, including xmlTree, Moreover, Carmen's Headline Viewer,
Meerkat, et al publish and/or read OCS. There's even a live
conversion[2] for Userland's serviceList4.
Dublin Core[3], on the other hand, has little to do with channel listings.
It's a set of 15 standard metadata elements (eg. title, description,
author, date) to describe resources on the Web. In fact, you might take a
gander as guidance in what might be useful to RSS -- _date_ being an
apropos example.
