David Allen, IPTC, Sunday 8 October:
"I am please to advise that the IPTC members have approved the version
1.0 DTD for release. As a result I have removed all the Beta material
and at present have posted the new dtd at
http://www.iptc.org/NewsML/DTD/NewsMLv1.0.dtd
Additional material will become available shortly and will be posted. I
will advise when this occurs."

I don't think anyone's using it yet, though...
