Caching/distribution model

I was thinking that RSS 1.0 would fit this functionality very well. In
order to be a good netizen, my aggregator reads the my.userland
currentStories.xml file and only grabs from sites that have changed.

My point is that currentStories.xml is a kind of first level aggregator
that any site with multiple RSS feeds could use to indicate which feeds
have new stories. Any aggregator should go to such a file and use that to
only grab what's new.
Where currentStories.xml uses the unique Userland ID (which I have to
cross-reference to the RSS url):
<userLandChannelId>1946</userLandChannelId>
RSS 1.0 can use the inchannel
<inchannel rdf:resource="http:///www.pie-r-squared.com/rss.rdf" />
