Yes; in fact it should be online next week. Rael reports that you
can give it RSS 1.0, and it will spit out 0.91. I'll add an
option that give users the ability to pick the version to spit
out. Again, it will accept any of the 3 versions and out output
any of the 3 versions. It should be a no-brainer for non-techies
to maintain RSS files.
