Problem with one particular source, seeking advice

this returns RSS with one item containing some weird character which cannot
be converted to anything printable (Unicode to ascii conversion). Microsoft
XML parser parses it correctly (and it can be stored in SQL table), but when
trying to save it into file system object as ASCII, it ends with error. 

Mentioned URL is impossible to open in IE (while any others can, IE parses
XML and displays it correctly on screen).

Anyone can shed a light into this for me?
