Maybe I'm missing something, but the payload and envelope already are
separated with simple things like RSS, whether in the context of SOAP or
XML-RPC or whatever. Part of the reason why there is debate and not
immediate acceptance of Modularized RSS is that features vs. complexity are
an issue. Envelope issues can surely be kept completely separate just as
they are when talking of HTML and SSL.
