I've created two PURLs for RSS:

http://purl.org/rss/ and http://purl.org/rss/modules/

Currently they point to Rael's urls above. Ultimately they can point
to wherever the final specs end up. In the shifting world of RSS it
makes sense to use a persistent url for the specs.
