I would prefer this option, assuming that a proper mechanism is defined
to attach description(s) to the module.
These descriptions can have multiple formats, from a human readable
documentation to all kind of schemas you may think of.
You might want to attach more than one of them to a module and, IMHO, a
mechanism like the XML Schema location is more extensible than the usage
of the namespace URI.
