Safari and Content Sniffing

It took two years, but Apple has finally taken steps to limit Safari’s content-sniffing ways;
Safari now displays certain documents that have text/plain headers as plain text rather than treating them as HTML. — About the Mac OS X 10.4.4 Update
Why “certain” documents, though? My trivial test is handled correctly now, but what about others? What’s the heuristic now?
